The problem they were having was fuel/energy availability and, IIRC, the Nickle is in a host rock that requires more processing than normal, but doable. Processing plant was expected to be the size of the center of Perth. Roads E/W there are pretty good but perhaps not good enough to haul huge amounts of fuel.
I know this because my in-laws ran the store in Wingellina and we would go fossicking for Chrysoprase at the old mine. The drilling team/care takers invited us up to the mine site porta cabins for dinner and gave us a bit of a run down of the project. Hence my interest.
A truly massive project.
