Russia plan is follow with his threat, if Ukraine ever joins NATO they will attack. This is a warning, not to overtake the country

I’m sure at one stage Russia meant what they said when they waited for a written agreement of what they wanted, but since it was refused, Russia will also need to follow through with their threat and that is an invasion.
