One of the many tools to help ascertain if a short term uptrend is resuming or if a short term downtrend is remaining is to look at the buyers to sellers ratio.
When the buyers outnumber the sellers some form of confidence might return.
This is just one out of 6 indicators that I look at so this alone is not definitive one way or the other.
