No. If you read it in context, he is trying to suggest that if Zali Steggall’s bill is passed then compensation would be owed. But… the point of his monologue is that if it is done the “right” way, then the Government will not owe Advent anything.

I believe they did do it the right way. Their reasons for rejecting the January 2020 are 100% valid in my opinion: 1) “community opposition”, 2) “funding required to progress the work program in a timely manner”, 3) “compliance with other conditions”, 4) “sufficient evidence to meet the criteria for force majeure”. https://www.pm.gov.au/media/press-conference-terrigal-nsw
