It has been reported that the fire is just a administration building, and so far no evidence of who did what.
The western media can say what they like, but without backing up what they say with evidence, all news can only be seen as unsubstantiated.
If the Russians did bomb the administration building, could it be that fighters from one of the Nazi battalions were there causing trouble ?, I guess we will never know because the only news you get these days is from only one side, and that is mostly in the form of a one sided bias view lacking evidence, not to mention all the racist attacks on Russian business and sports people in the form of destroying there lives.
Without investigated evidence being presented, all news is unsubstantiated, videos of a person or persons saying something, does not count as substantiated when it comes from one side only.
To prove that something is substantiated, a investigation from both sides along with both sides being able to argue there case, is how something can be substantiated.
