Yes, whirlybirds work well to extract air from the above-ceiling space, but you need to install intake air vents under the eaves or somewhere at the ceiling level where cooler air can be drawn from outside into the ceiling space otherwise there is no draught (or not enough) to suck the hot air out through the whirly bird at the top of the roof.
