one always will test a well from the bottom up if trying to test a well in the most cost effective manner.
because of the need to perforate the casing/liner to initiate flow, and the use of DST tools that operate on annulus pressure commands. you require pressure integrity of the annulus.
plus you don't really want to test and then cement squeeze the perforations before drilling ahead.
