From memory it is the reverse. SFG did not have the funds nor the wherewithawal to do much so the owner kicked in funds, labour, design and general engineering effort (mainly civil). From the landowners perspective it is small change and I think the words were along the line of ...it is a pain in the ass and does nothing for a beef operator...but they needed help and the improvements stay on the land.

But then rose coloured glasses tend to miss things like this.
