I hate rumours (always have been burned by them), but I have heard that "news was imminent" via a broker mate of mine. That said, he's neck deep in MSB shares bought at the 3+ range, so he's pretty desperate for something positive.
Accordingly, I take any such rumours with a very LARGE grain of salt, and assume it's just the rebalancing, followed by a bit of FOMO--with those rumours coming in from behind to spur a bit more panic buying.
I actually DID NOT buy under $1, up to my own neck in MSB shares and happy with the pile that I have.
