yes, but there is always the otherside to this... the how and what they ask for. as example the meetings they had which suggest do X, then feed back from submission is they actually want Y. or that template sh*t f*ckery...
I'm not saying VRX is without fault here, but having had alot of experience with public administration personally, its generally a complete hodge podge of gate keeper dictators, delays, deviations and inconsistant advice.... the flow charts are great right up until someone takes a holiday.
