TOU -- you're bashing the country's policies without knowing all the facts. Even when given the facts by Grant, you chose to ignore them.
The girl in question would be a Turkish national, with Swiss permanent residency. She would be able to come and go from the country as she pleases. Most rights available to the average citizen would be available to her.
If either of her parents had naturalised before she was born, she would have been a citizen by birth. Ditto if a foreign parent had married a Swiss national, their child would be Swiss.
