    I'm just speculating here, but to me it looks like this. Image buys valuable projects in the area and all this very cheaply. I assume that this shows the Chinese that they are willing to deliver more HMS for them and that they have the capacity for the next decades. I would not be surprised if MZ is satisfied with this and withdraws the 249D.
