Do you know that above 1% is very good, in fact, looking at Table 1, you will see that most are above 2.5%-3%, with quite a number over 6%.
below is an example of the highest grade mines in the world both open pit and undergound, granted the article is a bit old but it is in line with what most other newer mines have come out with.

The 16% is also inline with the historical reports, that did have a resource, just that it is not in line with current JORC or NI-43101 requirements.

It would seem that is why there was a delay, they pegged more ground, good call.
