So if countries don't impose sanctions... but they do call for Russia to immediately withdraw it's troops...

...is that supporting Russia?

TOKYO -- The United Nations General Assembly on Wednesday overwhelmingly adopted a resolution that "deplores in the strongest terms" Russia's "aggression" toward Ukraine.

The resolution, which was supported by 141 countries including the U.S. and Japan calls on Russia to "immediately, completely and unconditionally withdraw all of its military forces from the territory of Ukraine within its internationally recognized borders."

Five countries -- Russia, Belarus, Eritrea, North Korea and Syria -- voted against it while 35 countries, including China and India, abstained.
