This is exactly what has transpired with Russia's approach to its aggression against Ukraine. A couple of puppet states 'republics' were created in the Donbas region from which Russia could continue to provoke and foment turmoil, and when the time was judged to be right they attacked the whole of Ukraine using their stirring in the Donbas as the pretext. It was a continuing process that started even before 2014, as they wanted Ukraine to be another pliant puppet state like Belarus.
