Biden himself, and many other american strategists, have said time and again that expanding NATO would lead to a response from Russia. So they knew what would happen when they expanded NATO up to the border with Russia. It is a tragic outcome for Ukraine that NATO continued to expand, and hold numerous military exercises directed against Russia.
