I'm a licensed shooter and have been for decades.

Here in Vic the law centres on "USE"

Gun clubbers, a sport.
Hunters have to show clubs, property to shoot on.

You can't just apply for gun licence.
There are A, B, C, and D categories.
You have to have need or use.
