The productiuon cost of $41/lb seems too high. The current spot price is $45. Who is going to put up $550M based upon a hope that U prices will increase?
Sure there are reasons why U price might increase like China/India building reactors, etc However what about START II which seems close to agreement resulting in a lot of US & Russian warheads being decommissioned and probably being recycled as U fuel. What if Cameco get Rabbit Lake sorted. What about current reactors that will be decommissioned.
I think it is wishful thinking that $550M will be raised based on a hope U prices increase.
