Actually there is one way for short interest to have increased without inside information... 88E was added to All Ordinaries Index after the close 18 March, which means some stock would have found its way into some index funds and therefore into lending programs. 88E is a speculative explorer with a track record of finding more investors than oil, so it makes sense that some people would want to bet against it.
