Around the date of the Nexbis release (5th december 2008),
On the 10th of December, 5 entities were issued a license to issue Identity cards/readers; 3 entities were issued licenses on the 6th of November; and 7 entities were issued license on the 20th of January 2009.
eg. On the 12th of November 2008 Kaka intelligent technology co. ltd. were issued with a certificate to release Identity cards for the duration of 5 years in the Hubei province (License#: XK09-008-00052) [http://www.kakarfid.com/]
