I used to put my cuttings into the fish tank to get the roots growing before transferring into soil. The nitrogen water fast track the root growth but followed some random Ytuber to use half water/half soil. Never did git it to work. I still can't work out how the commercials grow the herbs unlike mine which are thin and puny. Perhaps @TREVOR1 can help?
