As I said ,If you did not name names and places I would say that was Oz .I could step that down to State Parliament and step it down to the local Council and step it down again to Mum or Dad ( choose your poison )
I will add a bonus to that . Democracy and and Dictators both suppress the mass's but in different ways . Dictators do it with a gun and Democracy's with a wad of cash . Bingo the peasant revolt is over. One is cruel and the other humane, but the end result is pork chops
