To me, it basically comes down to risk vs reward. There is nothing to suggest that the JV will not be go ahead. It continues to proceed, albeit at a modest pace. Clearly, this is not a schedule driven Project at this point in time, but that can always change.
Our market cap. is currently $30 million less than ATC (crazy stuff IMO). I made several top-ups in the mid 20's and are very comfortable with those orders.
