Neither Cameroon or Congo governments would work with SDL. Why do you think Casello wasn't even present during negotiations since mid 2019 ??? He wasn't invited, nor wanted anywhere near the negotiating table.
Casello obviously offended somebody somewhere, so SDL was never going to progress any further than what it did. Period.
