Then why has Putin and his regime taking actions like liquidating "Memorial". Is it that they crimes of Stalin is to close to home for Putin? Memorial was essentially a Russian NGO that looked at the crimes of the state against its citizens historically. I believe it is an inconvenient history for the Putin Regime, as it is eerily similar in style.
