The murder of at least 22000 people in Mariupol is directly on Putin's hands.
This is because Putin personally placed ridiculous conditions on the evacuation process at an earlier point in the conflict.
Putin overrode the desire of his commanders to just get the civilians out. Even Kadyrov's fighters would have followed Islamic tradition and allowed those who wanted to leave to leave.
The evacuation obstacle was Putin himself and his psychophant commanders from Donetsk who shelled convoys of escaping civilians. The only other alternative for civilians is harsh detention, rape and humiliation in Donetsk. Children have been relocated to the far reaches of Russia and will be "adopted" by Putinists.
