I know EMP was after it, but...
Did they bid?
Did NOPTA award it to COE given they are a much bigger company?
Is this a part of some strategic growth plan by COE, and where will EMP fit in??

A little let down we didn't get it, it would have been somewhat strategic, but having COE cuddling up closer could actually make 2nd prize better than 1st. Remember too, BPT and COE have always been considered prime JV suitors...
This outcome actually has me more curious and adds further speculation into the pot..
