I think the answer lies in the sneaky Green-ness of ex Premier Gladys Berejiklian who ushered Kean into senior cabinet roles in energy & environment. Her Green-ness was steadily exposed during 2nd half 2020 - then was much more obvious in first half 2021. If it was not for the wildcard of the Upper Hunter byelection she and Energy and Environment Minister Matt Kean would have had Turnbull appointed as Keans energy czar running his "Net Zero Emissions and Clean Economy Board". Imagine what a constant "burnt stick poked in the Feds eyes" Turnbull would have been.
