Coal miners don't get to "put up their prices"; like all producers of commodity products, they are price takers and the price of their product is set not by them, but by global commodity exchanges.
Because if coal miners did have the ability to set their own prices, why do you think they would be happy to go for years (the yellow shaded region in the chart below) when the price they supposedly set barely exceeds their cost of production?

If, as you claim, they are able to set their own prices then to actively set prices that generates no profits for 9 years out of every 10 sure is pretty bizarre way to manage a business.
