I am Not sure how believable that story is.
The remaining Azov are trapped within the factory and there is no way out. Not sure why they would negotiate an exchange of prisoners.
The only negotiations would be terms of surrender or free passage out.
Furthermore, an exchange of prisoners are usually approved by senior commanders from each side, after they have conducted thorough checks on their prisoners to ensure they are NOT some high value targets first.
