It doesn't say that. It almost reads to me as a way to get out of a squeeze - particularly this part:

Much cheaper to say oh the current price is $0.70 so we will pay you that - rather than try and buy 100M shares on market and return them - which would push the price up many many times higher.

Its also saying that they will initiate the early termination if the price seems to be getting away:
to meet its re delivery obligation under the Stock Borrow Agreement, nominate an early termination of the Stock Loan.
