Does it have something to do with when ASX provided its draft SOR to ISX.

Look at the date ... before 26 November 2019.

Things appeared to escalate and further accusations the week after when ISX filed its case against ASX, the following week.

Then further down the track ASIC launched its case against ISX.

My guess is somehow perceptions of ASX and or ASIC may have changed with regards to whether the statement at the analyst briefing or the one off revenue was meeting the listing rules.
