I think many new arrivals soon find themselves employed doing the jobs that nobody else wants to do.
Of course they get some short term assistance upon arrival as they can hardly be dumped in the street with no money.
They also get access to Medicare and that is also desirable IMO as it would not be nice to have any ill ones getting sick and maybe dying on the footpath.
But from what I have seen most new arrivals soon get on their feet and become contributors to society, not burdens.
