My take is its expediency on the part of the DRC mining dept.
AVZ have submitted a request for Mining License on Roche Dure (RD) which has been drilled out tested and has DFS completed. AVZ have satisfied all requirements to have mining license awarded here.
However to the north east Carriere De Est (CDE) has only had scout drilling and prelim metallurgicals done and none of the detailed DFS work done as yet. Therefore Mining license for CDE is not awarded there as we have not done all the work there ... "YET".
So it appears they may have, for expediency sakes, split the two tenements. AVZ however is still owner of both tenements as shown below. I would expect that the CDE ground will be subject exploration permit still whilst RD is exploitation until such time as CDE drill out and studies complete at which time the applied for mining license on it.
