Some people live in fear and that fear causes them to react negatively to prospect of change. They're addicted to fear. Unconsciously fear addicted and they buy the paper and put on the news each day to get their fear fix.
The government through the mass media pump the fear into them and the gullible guts it down like some drunk out on the town at Maccas after his Friday night drink-a-thon.
