What's the alternative? Free housing for all? Socialism? Communism?

I'd rather people just abandon capital cities and let their dollars do the talking elsewhere (and drag capital city property prices down as a result anyway).
If people live in capital cities, but can't access essential services like ambulances and schools, as there are no workers, they'll move to an area the services exist. Or they'll pay essential services more to attract them to big cities.

Capital cities are not essential, they exist because they do, not because they must.
