I think it will eventually happen. First the merchant fleet will become nuclear driven, than after wide spread use and wide spread acceptance the general public will use it. It will be like the aviation industry, after planes became safer wide spread acceptance of flying means today millions of people around the world are flying every day, even if there is a major accident killing 200 people travellers continue to fly. The risk/reward benefits is very attractive to the travelling public. Shipping lines will be compelled to use nuclear because of cost benefits and clean energy of nuclear. The US navy use nuclear reactors in their ships extensively, load it once and don't reload for 20-30 years, pretty attractive.
