I may be wrong but can they decline the ML?
I always thought that once the 4 points were approved ( environment, technical etc ) that the ML granting is a mere formality.
That’s why after 30 days it’s appointed by the court ( not that it goes to court to contest ).
Only way I can see this declined is if DRC nationalize lithium but they have openly said they are welcome to overseas investment in this space so that isn’t happening.
