It’s an interesting point. People figure they’ll pay via tax discounts rather than cash thus don’t expect it till after first production and proof of concept. Which makes sense from a gov risknprofile POV too.
Should pay for stage 2 capex and then some if they want to do it then. So no tax bill first year or two?
