The simple answer is yes. Whilst many may wish it was not so, the DRC Government at their discretion could change the goalposts. Even after the issuing of a Mining License, nothing is cast in concrete.
Politics is a nasty business. Power plays more so. Many such cases end up in a court of arbitration. As is the case with "an arbitration process between MMCS Strategic 1 and Congolese state-owned firm Cominiere started at the International Chamber of Commerce in Paris". This is still ongoing and whilst it may not have a material effect on AVZ, it is still to be resolved.
Added to that there are still appeals and court cases on the go in Lubumbashi.
I for one, certainly hope that there are no more obstacles put in their way. It is a great project with enormous potential.
