They are heavily aligned with China who is looking to replace Australia, neither one have obligation to Australian shareholders. With China already dominated the landscape, the government wont be concerned about investment from anywhere else.
Most if not all of the money coming in is Chinese money, I wouldnt see this as a good thing.

They do not have a good credit rating with Moody its caa1, judged to be of poor standing and are subject to very high credit risk. Thats junk bond rating, in other words you only invest there if you want to lose it lol
