"Scott, I employ staff covered by an Award. Their wages are lower than the Australian average wage, yet their pay has increased each year a tad above the official CPI.
I understand however exactly where you're coming from and would wish for a more accurate gauge of where the "average" wage truly lies. Perhaps a "median" wage would be more representative."

"You've obviously never been an employer! We don't have the luxury of a deep pool of candidates from which to choose, let alone the privilege of being able to test-drive them months prior to welcoming them on board.
It's only when an issue crops up that you realise the schooling system is the number 1 reason behind ALL stakeholders in the organisation being let down. And I'm including PhD candidates!"

I suggested you had a recruiting problem ----------- I now think you may have a paying problem as well after your recent -

"Scott, I employ staff covered by an Award. Their wages are lower than the Australian average wage"

so far you've told us you employ graduates - including Phd candidates - and you also tell us that you are paying people under the Australian average wage

and, you are complaining that they can't think for themselves

perhaps they are thinking for themselves - and, their first thought is - the pay is crap, I'll just bumble along until I get a real job
