It is not the entity that enforces if the stock should go into a trading halt. The ASX either would have been notified that a price sensitive update was coming and therefore paused trading based on the ASXs assessment, or the update would have been submitted to the ASX which therefore qualified for the ASX to apply the trading halt also based on their assessment.
