Doesn't sound at all like a CR, it'd be ostensibly idiotic to have 40 to 50 million in the bank and be aiming to raise capital in this macro environment.
I would say this is the done and dusted equity funding for Dubbo, I do recall someone saying that the funding from Hyundai included some terms and conditions.
More than likely the successful commissioning of the metals plant provided that condition.
