But what were they doing in the grounds of a nuclear reactor in the first place?

This is my point.

Very risky behaviour and totally unnecessary.

So because they didn't switch off the electricity they were benign in intent? What's intent got to do with it?

And who is 'they'? The troops themselves had no idea what they were doing nor the dangers of the radioactivity that's just for starters.

So what were they doing there? There is no response on that because it was a really stupid move. It could have gone very badly indeed.

Just the usual stuffups by the Ruskies, and given the usual desperate spin by the cash for commenters.
