On the surface I would agree that there seems no reason why they couldn't test the market for stage 3 & 4 but what sort of volume would be needed to test the market? A2 wouldn't have thousands of cans sitting in inventory in NZ waiting for find a home. I'm sure production schedules are planned many months in advance (focused on anticipated Asian demand) so supply tens of thousands of cans isn't achieveable in a short timeframe. Add logistics to the mix and you're probably looking at 4-6 months before the product is on the shelves... China is taking all the product they can produce at the moment..
