yes and no.... epa may restrict capacity of production which impacts flow rates which in turn may scale down plant.
also which bits do you long lead? the road, the tanks, the concrete... look at the plant design, its all just tanks, pumps and scaffold for flow sheets... and if I'm honest even at 2mpta its still pretty small scale because we dont need a crusher, xray sorter, custom separators, tailings dam or super big plant.... its almost boutique by mining standards and the flow sheets will be spec'd to customer requirements.... which we dont have under contract.
but the other key bit is its 25 million bucks to build. of which we have 9 in cash... if EPA doesnt come off they are going to need that to pivot the company into something else like rare earths or equally fanciful metal.
I'm in camp "wait" as we need offtakes and epa... the rest is just lego.
