That was the understanding. EXIM needs a guarentor for the debt basically.
It is why I assume the project will be sold. Basically, the project is "key ready". Also, my impression was that there was interest last year. So taking the information at good faith, and noting MJs coropotate financing background, Bacchus etc. I think the project was prepared for sale.
On the retail side, this is not terrible.
