    No, it cannot. That is the point.

    You can't work it out, because you have absolutely no idea how many others will apply for SPP shares, and how many shares they will apply for (other than the maximum is $30k worth). The company has discretion to reduce the number of shares they issue to each holder if the offer is oversubscribed.
