Why is it so white?
Simply because they haven't instilled quotas based on the colour of peoples' skin.
If your question is, "Why haven't they instilled skin colour based quotas?"
Well, you'll have to consider why you would want to discriminate based on the colour of somebody's skin.
And consider what that says about you, rather than parliament.
